991.04 ANY USE DISTRICT.
   (1)    Where, on any street frontage in any use district, a specific building line is indicated on "The Zone and Thoroughfare Map of Seven Hills" such building line shall be the front or side street yard line for that street frontage.
   (2)    Where a specific building line is indicated on the Zoning Maps, but where sixty percent (60%) or more of the frontage between two successive intersecting streets, excluding the frontage along the side lines of corner lots, is improved with buildings that are nearer the street line than such specified line, the ground level story of a building may be extended out to the average line of the existing buildings on either side thereof, provided that no existing building be considered as being farther from the street line than the specific building line.
   (3)    Where a setback building line is required on a lot that adjoins a street frontage along which either no setback building line is required or a building line nearer to the street is provided, a building may be erected beyond the building line herein provided for the lot to a point midway between such building line and the building line along such adjoining frontage and extending not more than fifty (50) feet from such less restricted frontage.
   (4)    The street widths indicated on "The Zone and Thoroughfare Map of Seven Hills" at the time of the passage of this Zoning Ordinance shall, for the purpose of this Zoning Code, determine the location of the various street lines.
