Not more than two entrance driveways from a street shall be constructed to serve the premises. All delivery, loading and unloading facilities shall be in the rear yard and no such facilities shall be located in the front or side yards. Vehicular access to the main building may also be provided to the front or the side of the building when the Streets, Sidewalks and Utilities Committee of Council has found and determined that traffic on the street would otherwise be unduly congested, but no parking or stopping of vehicles shall be permitted upon such access driveways in front of the parking setback line except for the immediate discharge or picking-up of passengers.
