In any Local Retail Business District and General Retail Business District, a rear yard of at least twenty feet in depth shall be provided. A rear yard of at least fifty feet in depth shall be provided if any part of the rear line is adjacent to a First or Second Residential District; provided, however, that the first thirty feet of such rear yard which is contiguous to the First or Second Residential District shall not be used for any purpose whatsoever other than for landscaping, screening, and the location of a fence or wall, and in such instance, the Planning Commission shall require from each applicant for its approval, a plan depicting the design of the installation of a fence or wall, and hedging or other suitable screening or planting at the rear property line which is so contiguous to a First or Second Residential District.
