In any Local Retail Business District and General Retail Business District, a building shall require a side yard of at least ten feet in depth. A side yard of at least twenty-five feet in depth shall be provided if any part of the side line is adjacent to a First or Second Residential District; provided, however, that the first fifteen feet of such side yard which is contiguous to the First or Second Residential District shall not be used for any purpose whatsoever other than for landscaping, screening and the location of a fence or wall, and in such instance, the Planning Commission shall require from each applicant for its approval, a plan depicting the design of the installation of a fence, wall, hedging or other suitable screening or planting at the side property line which is so contiguous to a First or Second Residential District.
