967.02 PERMITTED BUILDINGS AND USES.
   Buildings or structures designed, built, altered or used in the Local Retail Business District shall not exceed 3000 square feet and shall not provide for display of any type of merchandise outdoors. In a Local Retail Business District land may be used and buildings or structures may be designed, built, altered or used for one or more of the following permitted uses, and not for any use specifically described in Section 969.02(e) to (g):
   (a)   Public buildings.
   (b)   Federally insured bank, business, loan, and finance company.
   (c)   Retail business for local or neighborhood needs:
      (1)    The retail sale of baked goods, confectionery, dairy products, delicatessen, fruits, vegetables, groceries, meats, beverages or a non-drive-through establishment.
      (2)    The sale of dry goods and variety merchandise but excluding department stores.
      (3)    The sale of mens’ and women’s apparel and accessories.
      (4)    The sale of hardware, household appliances, and electronics.
      (5)    The sale of books, magazines, newspapers, tobacco products, drugs, flowers, gifts, music, photographic equipment and goods, sporting goods, stationery.
      (6)    The sale of food, soft drinks, juices, ice cream, but excluding:
         A.   Places serving primarily spiritous, vinous or malt beverages for consumption on the premises, and
         B.   Any place providing dancing and entertainment.
      (7)    Dance, voice and music instructional studios.
   (d)   A child or adult licensed day-care center fully licensed pursuant to law.
   (e)   A licensed health care facility.
   (f)   Service establishments for local or neighborhood needs, but limited to barber shops, beauty and tanning salon, custom tailors, laundry or dry cleaning agencies where none of the processing is done on the premises, self-service laundries and dry cleaning, shoe repair shops. However, specifically excludes tattoo parlors and/or body piercing.
   (g)   Business offices used only for:
      (1)    Real estate, insurance, sales or similar office purposes.
      (2)    Offices for architects, clergymen, engineers, lawyers, dentists, doctors or other established recognized professions.
