Site and design plan review by the Planning Commission shall not be required when any one or more of the following is proposed, provided that it does not occur in conjunction with any one or more of the items covered under Section 941.02:
(a) Normal maintenance and repair of sites and/or buildings;
(b) A new single-family residential use; and/or
(c) Re-occupancy of an existing nonresidential building or part thereof.
