941.02 APPLICABILITY.
   No development or construction activity, including tree/vegetation removal or grading, shall occur on property subject to this Chapter until the site and design plan have been approved. Site and design plan review by the Planning Commission shall be required when any one or more of the following is proposed:
   (a)   A new residence (other than single-family residential) or nonresidential use;
   (b)   A change in number of dwelling units for an existing cluster or multi-family residential use;
   (c)   An addition to an existing nonresidential building;
   (d)   A change in use of an existing building to a use which would require the addition of more off-street parking spaces than currently exist on the site;
   (e)   A change to a previously approved site and design plan; and/or
   (f)   A change to the exterior of a building or group of buildings, including but not limited to façade changes, replacement of exterior materials such as siding, change in roof lines and materials, and structural changes such as removal, replacement or addition of doors or windows.
