(a) The Fire Chief is required to have inspections made of all public buildings and premises within the Municipality, not less than once a year, and to serve notice to the owner or occupant to abate within a specified time any and all fire hazards found therein or thereon.
(b) When premises are in such a condition of disrepair that the same is apt to cause a fire, or when there is stored upon premises any flammable material of any kind or character, that the same is apt to cause a fire or where premises are so constructed, maintained, or used so as to prevent speedy ingress or egress in the event of a fire, the same is declared to a fire hazard.
(c) The maintenance or occupancy of any structure or premises in such a manner as to cause fire or to jeopardize the inhabitants of the Municipality in the event of fire is declared to be a fire hazard.
