(a) A permit shall be obtained from the Building Department for each installation of liquefied petroleum (LP) gas employing a container of over forty-eight gallons water capacity, for any and all buildings and structures excluding residential one and two-family dwellings, and for each permanent installation, irrespective of size of container, made at buildings in which people congregate for civic, political, educational, religious, business, social and recreational purposes and in one and two-family residential dwellings where the containers are 1000 gallons water capacity or more. Such buildings shall include but are not limited to schools, churches, hospitals, institutions, hotels, commercial buildings, restaurants, residential buildings and combined commercial and residential buildings and structures regardless of the number of residential units.
(b) For any building or structure as heretofore mentioned where the container or aggregate of interconnected containers is 2001 gallons water capacity or more, the applicant must show evidence of prior approval from the office of the State Fire Marshal of Ohio before the City Building Department shall issue any permits.
(c) Where the nature of adjoining occupancy, proximity of adjacent buildings or unusual conditions indicate the need, the Chief of the Bureau of Fire Prevention may require the submittal of plans to the Bureau of Fire Prevention prior to making the installation and if compliance with the requirements of this Code is shown by such plans, a permit will be issued.
(d) Installers shall obtain a permit from the Building Department of this City for the installation of liquefied petroleum (LP) gas containers in excess of forty-eight gallons water capacity, up to and including 999 gallons water capacity for residential heating in one and two-family dwellings, residential garages or structures, self-propelled campers, travel trailers or mobile homes.
Installation for one and two-family dwellings shall be in accordance with the Standard Domestic L-P Gas Plan, which plan shall be on file with the Building Commissioner.
(e) The maximum storage of cylinders connected directly to an appliance with a water capacity greater than twelve pounds shall be limited as follows:
(1) One or two cylinders connected directly to an appliance as per specifications of the National Fire Protection Association Handbook "Storage and Handling of Liquefied Petroleum Gases", NFPA No. 58, current edition and all or any revisions thereto, may be stored inside of a building, garage or structure.
(2) Stored cylinders not connected directly to an appliance as per specifications of the National Fire Protection Association Handbook, "Storage and Handling of Liquefied Petroleum Gases," NFPA No. 58, current edition and all or any revisions thereto, shall be kept securely supported in their proper position outside of any building, garage or structure and shall be no greater in size or number than the cylinders connected directly to the appliance.
(f) Suitable approved fire extinguishers or equipment shall be provided at all locations where liquefied petroleum (LP) gases are stored, used or transported. The types of fire extinguishers or equipment shall be specified by the Bureau of Fire Prevention of this City.
(g) Liquefied petroleum (LP) gas shall not be sold or dispensed as a motor fuel within this City.
(h) Any system whether an individual tank with manifold system or a manifold system comprised of two or more tanks that supplies more than one property in a residential one and two-family dwelling district shall be deemed a liquefied petroleum (LP) gas "tank farm" and is hereby prohibited.
(i) The installer of liquefied petroleum (LP) gas containers or aggregate of interconnected containers in new residential one and two-family dwelling districts and apartment districts shall be required to provide for the installation of natural gas connections, and shall also include the installation of the gas transmission line from the gas main to the building, structure or dwelling.
(j) All buildings, structures and dwellings utilizing liquefied petroleum (LP) gas shall be provided with the proper insulation qualities as specified by the Building Commissioner of this City.
(k) Installers of liquefied petroleum (LP) gas shall meet the requirements specified in Chapter 1123 of the Building Code. Such requirements include but are not limited to:
(1) The licensing as a contractor (Section 1123.02)
(2) Permits shall be issued only to licensed contractors (Section 1123.03)
(3) The requirement of a surety bond (Section 1123.05)
(4) The requirement of insurance (Section 1123.07)
(l) The fee schedule for the installation of liquefied petroleum (LP) gas shall be based upon the water capacity of the storage tank as follows:
