(a) No person, firm, copartnership, corporation, association or any other organization, or any combination thereof, shall engage in the business, perform any work which requires a permit or otherwise act in the capacity of a contractor within the City without first being duly registered by the City to perform such work.
(b) All contractors are hereby required to submit to the Building Department a list of every subcontractor working for them in the City and notify the City of any changes.
