(a) No child under the age of twelve years shall loiter, congregate, gather in groups or roam the streets in the Municipality between darkness and dawn. No child between the ages of twelve years and sixteen years inclusive, shall loiter, congregate, gather in groups or roam the streets in the Municipality from 10:00 p.m. through 6:00 a.m. No child seventeen years of age, shall loiter, congregate, gather in groups or roam the streets in the Municipality from 12:00 midnight through 6:00 a.m. The times specified herein shall be official local time.

(b) Any child who is delivering newspapers, and who is making any other delivery in good faith, and is on an errand of importance, or who is accompanied by a parent, legal guardian or other person in loco parentis, or some other person of 21 years of age who has been given permission by such parent, guardian, or person in loco parentis to accompany such child, shall not be deemed to be in violation of this section.
(c) Any school, church, lodge or other organization which desires to hold any entertainment for children under the age of 18 years, and which entertainment shall require such children to be out at a later hour than that specified in this section shall make application to the Chief of Police for permission to have the children stay out to this later hour. The application shall state the time the entertainment will end and children who attend this function shall be required to be off the public streets one-half hour after the function is ended.
(d) Any child found in violation of this section shall be taken to the Municipal Building and the parent, guardian or person in loco parentis shall be notified to come to the Municipal Building and take personal charge of the child, and the child shall be released only to such parent, guardian or person in loco parentis, or the juvenile authorities. Any child found in violation of this section who has once before been held by the authorities for violation of this section shall be held for the juvenile authorities for proper disposition.

(e) Any parent, guardian or person in loco parentis who permits any child to violate this section shall upon the first offense receive a verbal warning; upon the second offense receive a courtesy citation; upon the third offense shall be guilty of a minor misdemeanor.
