(a) No person shall loiter, congregate or assemble on a public sidewalk, street or other public place, or private sidewalk, street or other private place, in such manner as to obstruct, block or impede ingress or egress to any premises or otherwise to annoy or interfere with persons using the sidewalk or public street or other private place, by loitering, congregating or by idleness, rudeness, insulting manner or noisiness. Such acts are hereby declared to constitute a public nuisance, which may be summarily abated by any police officer of the City. (Ord. 5-1966. Passed 2-14-66.)
(b) Whoever violates this section is guilty of a minor misdemeanor.
