In addition to the fines set forth in Section 4-6-5, if any User refuses to pay or fails to pay within thirty (30) days of notice of the fine, the User will be deemed to have further violated this chapter and will incur an addition late fee of not less than fifty dollars ($50.00) nor more than one hundred dollars ($100.00) for each offense plus all fees and costs incurred to enforce the chapter. Such fees and costs shall include, but not be limited to, reasonable legal fees. A separate offense shall be deemed committed for each day on which a violation occurs or continues.
