The Design Review Board shall meet as needed on a designated day of the month. For each meeting, there shall be an agenda available to the public at least twenty-four hours prior to the meeting. Three members of the Board shall constitute a quorum, and three votes are needed for the approval of an application. Once each year the Board shall elect a chairman. The Chairman or designee shall prepare the agenda and preside at all meetings and hearings. A typed record shall be kept of all meetings and hearings which shall be open to the public.
