It is the intent of the Design Review Board to promote the general welfare of the residents of Sebring through:
(a) Establishment of criteria that will direct exterior building design and/or modification, vehicular and pedestrian access, and overall site planning in accordance with the design characteristics prevalent in certain areas of the municipality. These criteria will be directed toward:
(1) Building site and scale.
(2) Building materials and details.
(3) Site development.
(4) Interrelationships with other environmental elements such as adjacent buildings, streets, walkways, landscaping, and signage.
(5) Enhancement or specific public places or properties.
(b) Establishment of specific Sebring landmarks and Sebring Preservation Districts which are of unusual importance to Sebring and the surrounding region by their associated historical events and/or architectural significance.
(c) Establishment of a design review process, as described below, to retain the unique qualities of Sebring, to promote a continuance of Sebring’s scale in new development in so far as is reasonable, and to increase pedestrian access throughout Sebring wherever possible. This review process shall cover all new construction, all areas zoned commercial according to the Zoning Ordinance, and all properties in designed Preservation Districts or which are landmarks, but shall not apply to single family dwellings except those designated Sebring landmarks or those within the boundaries of any Sebring Preservation District.
(d) Encouragement of a public knowledge and understanding of those elements of the built environment of Sebring that constitute its architectural and historical character.
(e) Review of applications for demolition permits for any structure which are parts of any Sebring landmark. (Ord. 1676-00. Passed 6-12-00.)
