(a) Manager Authorized to Contract. The Manager is hereby authorized to enter into contracts for a period of time not to exceed three years, with any township, village or city whereby the Municipality shall furnish additional police protection to such political subdivision in times of emergency. Such contracts may be renewed for succeeding periods of time not to exceed three years.
(b) Restrictions. Such contracts, however, shall not bind the Municipality to send its police officers and/or equipment to another political subdivision if, in the opinion of the Chief of Police or of the senior officer on duty at the time, the same would endanger the police protection within the Municipality. Such contracts shall allow the Chief of Police or the senior officer on duty at the time to send the number of men and the number of pieces of equipment he deems necessary, and to supervise and control the same at the scene of an emergency or to withdraw the same, at his discretion.
