(a) General Operation of the Division. The operation of the Division of Police shall be governed by the general laws of the State and the Codified Ordinances and other relevant ordinances of the Municipality; and more particularly, by a Handbook of Regulations for the Division.
(b) Handbook of Regulations. The Handbook of Regulations specified in subsection (a) hereof shall be compiled by the Manager in consultation with the Mayor-President of Council, Solicitor and Chief of Police; and such Handbook of Regulations, when approved by Council, shall be binding on the members of the Division. Such rules and regulations may cover, besides the conduct of the members, uniforms and equipment to be worn or carried, hours of service and all other similar matters to the extent not inconsistent with the laws of the State and the ordinances of the Municipality. It shall be the duty of the Chief of Police to enforce the rules and regulations promulgated therein.
