§ 92.02 PROHIBITION.
   No person shall maintain or permit to be maintained a blighted structure upon any property in the village owned, leased, rented or occupied by that person.

§ 92.03 CAUSES OF BLIGHT.
   No person shall maintain or permit to be maintained any of the following causes of blight or blighting factors upon any property in the village owned, leased, rented or occupied by that person:
   (A)   The storage upon any property of junk, junked vehicles, junked motor-driven vehicles, trailers in disrepair, contractor's equipment in disrepair or recreational vehicles, including boat hulls in disrepair, shall be prohibited except in a completely enclosed building. For the purpose of this chapter the term JUNKED VEHICLE, JUNK MOTOR-DRIVEN VEHICLES, TRAILERS IN DISREPAIR, CONTRACTOR'S EQUIPMENT IN DISREPAIR AND/OR RECREATIONAL VEHICLES IN DISREPAIR shall include any self-propelled land motor vehicle which can be used for towing or transporting people or materials, including, but not limited to, automobiles, trucks, buses, motor homes, motorized campers, motorcycles, tractors, snowmobiles, trailers, equipment or recreational vehicles and other off the road vehicles which are inoperative or partially dismantled for any reason;
   (B)   The storage upon any residential property of building materials unless there is in force a valid building permit issued by the County Building and Zoning Office for construction upon the property and the building materials are intended for use in connection with an on-going construction project;
   (C)   The storage or accumulation of junk, trash, rubbish, garbage, hazardous materials or refuse of any kind, except domestic refuse stored in a manner as not to create a nuisance;
   (D)   The existence of any structure or damaged partial structure which because of fire, wind or any other natural disaster or physical deterioration is no longer habitable as a dwelling nor useful for any other purpose for which it was originally intended;
   (E)   The existence of any vacant building, structure, garage or other building unless the buildings or structures are kept securely locked, protected against the elements and are inaccessible so as to prevent entrance thereto by vandals, rodents or other animals; and

§ 92.04 ABANDONED VEHICLES.
   No person shall abandon any motor vehicles in the right-of-way of streets, alleys or highways within the village.

§ 92.05 REMOVAL BY VILLAGE.
   If any junk, junked vehicles, junked motor-driven vehicles, trailers in disrepair, contractor’s equipment in disrepair or recreational vehicle, including boat hulls in disrepair stored in violation of this chapter shall not be removed within 14 days after mailing of notice by certified mail or by personal service to the owner or owners thereof, or to the owner or owners or occupant of the real property upon which it is located or to any responsible agent of a corporate owner or occupant, it may be removed therefrom by the village and held until claimed by the owner and payment of the costs of removal plus any fine is made. Property not so claimed within 30 days of removal may be sold by the village under the procedure for sales on execution in circuit court, as provided by the law of the state at a time as the sale shall be conducted. The notice may be served personally on any of the above-named persons.

OPEN STORAGE OF FIREWOOD
§ 92.20 REGULATIONS REGARDING STORAGE.
   No person shall store in the open outside of a building wood for use as firewood as an energy source to heat their home or business, unless in conformance with the following regulations.
   (A)   Wood shall not be stored in piles, but shall be stacked in neat rows not exceeding a height of five feet.
   (B)   Wood shall be cut in lengths not exceeding three feet.
   (C)   Vegetation growing in the area where the wood is stored shall be kept trimmed and shall be kept free of rodents.
   (D)   The wood may be stored anywhere on a residential lot; provided, however, that no firewood storage shall be allowed in the front yard of any residence from April 1 through October 31 of any year.
   (E)   Temporary storage of wood not in conformance with the above provisions shall be allowed for a period not exceeding 30 days. Upon written request, the 30-day period may be extended by the Village Council for special or unusual circumstances.

§ 92.99 PENALTY.
   (A)   Any person violating any provision of this chapter, for which no other penalty is provided, shall be subject to the penalty provisions of § 10.99.
   (B)   Violations of §§ 92.01 and 92.02 will be as follows:
      (1)   First offense. Civil infraction, fine not less than $200; and
      (2)   Second offense. Misdemeanor, fine not less than $500.
   (C)   Violations of §§ 92.03 through 92.05 will be as follows:
      (1)   First offense. Civil infraction, fine not less than $100.
      (2)   Second offense. Misdemeanor, fine not less than $200.
