The person in charge of any garage or repair shop at which has been left a motor vehicle of unknown ownership for a period of 15 consecutive days without being removed by its owner or any other person duly authorized to remove the same, shall report such fact to the Police Department of the city, giving the name, engine number, manufacturer’s serial number, registration plate number, and the name and address, if known, of the person abandoning such vehicle.
