The person in charge of any garage or repair shop within the city to which is brought any vehicle which shows evidence of having been struck by a bullet, or having been recently involved in an accident, shall report such fact to the Police Department of the city as soon as such vehicle is received, giving the engine number, manufacturer’s serial number, registration plate number, and the name and address of the owner or operator of such vehicle.
