If registration is denied or revoked by a designee of the City Manager, the applicant may appeal to the City Manager by filing a notice of appeal with the City Clerk within 14 days. The City Manager, after an appropriate hearing in which the Nebraska Rules of Evidence shall not apply, may affirm or reverse the decision denying or revoking the registration. The hearing shall be de novo. Evidence shall not be restricted to the evidence presented to the designee, and the City Manager shall owe no deference to the decision of the designee. If registration was denied or revoked by the City Manager, any appeal shall be to an appropriate court.
