No permit required by the Building Code nor any permit required by the Fire Prevention Code as that term is defined in Chapter 8 of this code shall be issued until the fee prescribed in this code shall have been paid, nor shall an amendment be approved until the additional fee, if any, payable because of an increase in the estimated cost of the building or structure shall have been paid; provided, the Planning and Building Official may waive payment of the fee required for a demolition permit in event the building or structure shall have been condemned or ordered demolished.
