No permit shall be issued for the construction or alteration of a building or structure on a tract of land which has not been subdivided in accordance with state law and applicable subdivision ordinances of the city, and no permit shall be issued for the removal of a building or structure from one tract of land to another or to a new location on the same tract of land, unless the tract to which the building or structure is proposed to be moved or (in the event of a proposal to remove a building or structure to a new location on the same tract), unless such tract shall have been subdivided in accordance with state law and applicable sections of this code.
