Any person applying for a variation of the application of any provision of the Building Code shall, at the time of submitting the application to the Planning and Building Official, pay to the Planning and Building Official a fee equal to one-half of the original building permit application filing fee, provided, the minimum fee shall be $20. Provided, further, no such fee shall be payable if the application is made by the city pursuant to a motion of the City Council.
