The Planning and Building Official and the Code Administrator II, or his or her deputy, in the discharge of their official duties and upon proper identification, shall have authority to enter any building, structure, or premises at any reasonable hour. To enforce compliance with law, to remove illegal or unsafe conditions, and to secure the necessary exit facilities in buildings and structures, the Official or Administrator shall issue such notices or orders as may be necessary.
