Anything in §§ 13-7-10, 13-7-11, and 13-7-12 of this article to the contrary notwithstanding, the prohibitions and restrictions contained in such sections shall not apply to the use, the aiding, or counseling in the use or the furnishing or sale for use, of chemicals, or of compounds, substances, or liquids containing any of the chemicals described in § 13-7-10 of this article whenever, in accordance with good medical practice, the use shall have been directed by and occurs in the presence of a physician or surgeon duly licensed to practice under the laws of the state, or the sale, furnishing, or use occurs pursuant to and in accordance with a written prescription that shall have been issued in accordance with good medical practice and signed by a physician or surgeon duly licensed to practice under the laws of the state or any other state.
