Each employee shall become a member of the plan on the first date when he or she shall have met the general qualifications set forth in the preceding section; provided, an employee who becomes eligible to become a member of the plan when he or she is absent with leave without pay shall not be eligible to become a member until the first day of the month next succeeding his or her return to active service with the city. Each employee, upon becoming a member of the plan, shall have withheld from his or her earned income, by the employer, the amount of his or her member’s contribution. A person who shall have become a member of the plan shall not thereafter lose his or her status as such member while he or she continues to be in the employment of the employer, and his or her membership shall terminate when he or she ceases to be in the employment of the employer, upon retirement or otherwise, and he or she shall be entitled only to those benefits herein specifically provided.
