Length of service shall be computed:
(A) For purposes of benefits payable in respect of services rendered on or after December 29, 1969, by taking into consideration only full calendar months of service; and
(B) For purposes of benefits payable in respect of services rendered prior to December 29, 1969, by taking into consideration only full years of service.
