The Retirement Committee shall adopt rules of procedure governing the calling of its meetings (which shall provide for adequate notice) and the conduct of its meetings, and providing for other rules and regulations, not inconsistent with federal or state law or the municipal code, as the Committee shall determine to be necessary or proper for the orderly and proper performance of its duties.
