The candidate receiving the highest number of votes from the employees of a department shall be determined to have been elected to represent that department. In the case of a tie vote, the names of the persons as to which there has been a tie vote shall be placed on separate ballots which shall be drawn by lot by the City Clerk or the City Clerk’s designee. The person whose name is drawn first shall be the person elected.
