§ 2-2-6 AGREEMENTS; NONCOMPLIANCE; UNLAWFUL.
   It shall be unlawful for any person willfully or negligently to fail to comply, in whole or in part, with the terms of any written agreement with the city which the person shall have signed in accordance with the provisions of this chapter.
