The members of the Plumbers Examining Board shall be one master plumber, one journeyman plumber, and one sheet metal worker, each holding a license of that classification, and one of whom shall hold a contractor’s license of that classification, and one of whom shall hold a contractor’s license issued by the city; and one individual who is neither engaged, whether as an employer or an employee, in the plumbing or sheet metal business, nor owns an interest in such a business. The City Manager shall appoint two city employees to serve as voting members of the Board.
