There is hereby established a Planning Commission of the city as authorized by the state statutes. The Planning Commission shall include one alternate member. The number of members, the manner of their appointment, the period of office, and the powers of the alternate member shall be prescribed by state law. The Planning Commission shall perform the duties prescribed by state law, and shall serve and act as the Fair Housing Commission of the city when necessary to perform and carry out all duties and responsibilities of the Fair Housing Commission under the municipal code.
