(A) It shall be unlawful for any person to commit cruelty to animals. A person commits cruelty to animals if, except as otherwise authorized by law, he or she intentionally or recklessly:
(1) Subjects any animal to cruel mistreatment;
(2) Subjects any animal in his or her care or custody to cruel neglect or abandons such an animal; or
(3) Kills or injures any animal owned by or in the care or custody of another person.
(B) Cruelty to animals is a Class I violation.
