§ 6-2-71 DUTIES.
   (A)   The Business Improvement Board shall make recommendations to the City Council on the following matters:
      (1)   The establishment of a business improvement district, or districts, within the boundaries of an established business area of the city zoned and used for business, public, or commercial purposes; and
      (2)   Plans for improvements in such districts(s).
   (B)   The Business Improvement Board may make recommendations to the City Council on the following matters: the use of any license and/or occupation tax funds collected under authority of state statutes applicable to business improvement district(s):
      (1)   Appropriate tax assessments on taxable property within such district(s);
      (2)   Appropriate budgets for such district(s);
      (3)   The necessity of creating an off-street parking district, or districts, within, or substantially within, the boundaries of a business improvement district;
      (4)   Any other matter reasonably related to any power which may be exercised under the state statutes applicable to business improvement districts.
   (C)   In the event that there is or shall hereafter be created one or more off-street parking districts, which districts are located within, or substantially within, the boundaries of any existing or hereafter created business improvement district(s), the Business Improvement Board may make recommendations to the City Council on the following matters:
      (1)   Plans to construct off-street parking facilities as authorized by the state statutes applicable to off-street parking districts;
      (2)   Appropriate tax assessments on taxable property within such district(s);
      (3)   Appropriate budgets for such district(s);
      (4)   The use of any tax or other funds collected under authority of state statutes applicable to off-street parking districts; and
      (5)   Any other matter reasonably related to any power which may be exercised under the state statutes applicable to off-street parking districts.
