(A) Each board or commission shall select from its membership a chairperson and a vice chairperson. The chairperson shall preside at all meetings of the board or commission. In the absence or disability of the chairperson, the vice chairperson shall exercise the duties of the chairperson.
(B) The City Manager shall designate a city employee to serve as secretary to each board and commission. Minutes shall be kept of all meetings of each such board or commission. The minutes shall be filed in the office of the secretary of each board or commission and shall be public records.
