The compensation of the officers and employees of the city shall be such amount as, subject to statutory restrictions, shall be established by resolution of the City Council. If any person holding the office of City Clerk shall also be the head of any administrative department or other officer or employee of the city, he or she shall be entitled to receive the salary prescribed for both or all of such positions.
