The City Manager shall promulgate regulations assigning each position in the classified service to a job class on the basis of the kind and level of its duties and responsibilities, to the end that all positions in the classified service that are in the same class shall be sufficiently alike to permit use of a single descriptive title, the same qualifications requirements, the same test of competence, and the same pay scale. A job class may contain one position or more than one position. The City Manager may revise the classification plan from time to time, which revisions may include additions to, or consolidation, division, other amendment or abolition of existing classes.
