Rule 3e. An agenda of a forthcoming meeting of the City Council kept continually current by the City Clerk shall be available for public inspection at the office of the City Clerk from the time when notice of the meeting is published or first broadcast. Provided, a majority of the elected members of the City Council may modify the agenda of a regular meeting at the meeting; and the agenda of a special meeting may be modified if all of the members of the City Council are present and consent thereto.
