§ 6-1-17.1 EMERGENCY MEETINGS; PROCEDURE.
   An emergency meeting is a meeting which must be held before the notice requirements of this chapter can be met. An emergency meeting may be called in the same manner as a special meeting except that the written call for an emergency meeting shall specify the nature of the emergency, and shall state that because of the emergency it is necessary that a meeting be held before the notice requirements of this chapter can be met. Reasonable efforts shall be made to give all members of the City Council shall be given notice of the proposed emergency meeting as soon as possible. The City Manager, or the designee of the City Manager, shall maintain a list of the news media requesting notification of meetings of the City Council, and shall make reasonable efforts to provide advance notice to them of the time and place of the emergency meeting and the subjects to be discussed at that meeting. The emergency meeting may be held by means of electronic or telecommunication equipment. Any formal action taken in such meeting shall pertain only to the emergency. Complete minutes of such emergency meeting specifying the nature of the emergency and any formal action taken at the meeting shall be made available to the public by no later than the end of the next regular business day.
