Rule 3c. The notice shall state whether the meeting is a regular or special meeting, and the date, hour, and place of the meeting. (If the meeting is to be held in a place other than the City Council chamber in City Hall, the notice shall include the name and address of the building, and identification by name, number, or location of the room within the building in which the meeting is to be held.) If the meeting is a regular meeting, the notice also shall state that an agenda of the meeting kept continually current is available for public inspection at the office of the City Clerk, but that a majority of the elected members of the City Council may modify the agenda at the meeting to include additional matters which the City Council determines to be of an emergence nature. If the meeting is a special meeting, the notice shall state, instead, the purpose of the meeting, and that other business may be transacted at the meeting if all of the members of the City Council are present and consent thereto and if, in addition, a majority of the members of the City Council determine the other business to be of an emergency nature.
