Rule 3. Special meetings may be called by the Mayor, any two Council members or the City Manager by filing with the City Clerk a written call therefor, stating the time of the meeting and its purpose. No other business shall be transacted at a special meeting, unless all members be present and consent thereto and the City Council declares the existence of an emergency.
