§ 6-1-2 OFFICE; SURRENDER TO CITY COUNCIL MEMBER-ELECT; WHEN.
   Each City Council member shall, upon expiration of the term of office for which he or she is elected, surrender his or her office upon the demand of his or her successor, which surrender shall be made on the date of the first regular City Council meeting in December following the election of his or her successor. Provided, in case his or her successor does not qualify on or before such date, the incumbent shall hold the office until a successor shall have been chosen in the manner prescribed by law and qualified for the office.
