Applicants for a journeyman plumber’s license must have passed an examination administered by the Plumbing Examining Board and have had at least three years’ actual experience as a plumber’s apprentice or plumber’s helper, and shall present documentary proof thereof in the form of letters or affidavits from employers or former employers or such other qualified persons attesting to such fact.
