The rules, regulations, and water rates set forth in this chapter shall be considered a part of the contract with every person, persons, company, or corporation who is supplied with water through the waterworks system of the city; and every such person, persons, company, or corporation by taking water shall be considered and held to have consented to be bound thereby. Provided, the city reserves the right at all times to amend or alter, by ordinance, rules and regulations pertaining to water and water service, including the rates established by this article, when deemed advisable by the City Council.
