All charges made by the city for water furnished under this article shall become due and payable after water has been furnished, and shall be delinquent 15 days after the date of the bill. A penalty for late payment, in an amount of 10% of the water charges, shall be added to each bill when payment has become delinquent. Provided, the city, at the discretion of the City Manager, may collect in advance for water furnished special users who are not regular consumers of city water. All such charges shall be payable at the office of the City Clerk.
