All water meters installed in the water system of the city shall be three-fourths inch or larger, shall measure in terms of gallons of water consumed, and shall be of a uniform standard quality of a type and kind approved by the City Manager, or the designee of the City Manager. Provided, in a planned business center district in accordance with the requirements of Chapter 25 of this code, a business having five or fewer plumbing fixture units may be served by a five-eights inch by three-fourths inch meter and a three-fourths inch water service.
