If the owner of premises situated within the city desires to have plumbing in or on the premises connected with a water main of the city water system, such owner, or a contractor of the owner with the consent in writing of the owner, shall file with the City Manager, or the designee of the City Manager, an application in writing requesting such connection, and installation of a meter.
