Proprietors of business establishments in which are installed fire hydrants and hose couplings, or a fire sprinkler system, may connect such hydrants or sprinkler system by fire mains to the water mains at their own expense upon application to the City Manager, or the designee of the City Manager, and under the supervision of that individual. Such connections shall be kept in good repair without cost to the city.
