If premises are not located in relation to a water main as described in § 23-1-5 of this article, but the owner desires to have the premises connected with the city water system, and application therefor is made and granted as provided in this article, the City Manager, or the designee of the City Manager, shall install such a connection on the conditions and in the manner hereinafter set forth.
